William Morrissette is currently the President and Lead Trainer of Intuition, Inc. Prior to Intuition, he served as a police officer, polygraph examiner and interrogator with the Central Intelligence Agency. He holds a BA in history from Providence College, an MA in human development and a Ph.D in Philosophy from Salve Regina University.
Throughout the course of his career, Mr. Morrissette has logged over 15,000 hours of forensic interviewing and interrogation.
Joseph Broadmeadow served for 20 years with the East Providence (RI) Police Department retiring with the rank of Captain. Captain Broadmeadow served as Commander of the Investigative and Administrative Services Divisions and was responsible for managing all investigative services of the department. He was personally involved in a number of significant multi-jurisdictional investigations and supervised many of these under the direction of the US Attorney’s Office and the Rhode Island Department of Attorney General. He was also assigned to the Organized Crime Drug Enforcement Task Force (OCDETF) and spent time detailed to the Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, and Firearms (BATF), and the FBI.
During his tenure with EPPD, Captain Broadmeadow was one of the first municipal officers authorized by the Department of the Attorney General to conduct Multi-jurisdictional Electronic Surveillance operations. He has testified in State and Federal Court as a court recognized expert in Electronic Surveillance.
Captain Broadmeadow served as the agency’s representative on the National White Collar Crime Center and participated in and conducted training in Computer based crimes, Internet crimes, and identity theft. Captain Broadmeadow also setup and managed the police department’s computer network.
Upon his retirement in 1998 Captain Broadmeadow was hired by a software development company specializing in software for Public Safety agencies, as Manager of Customer Support. In 1999, promoted to Vice President of Customer Solutions, he assumed overall responsibility for Customer Support, Sales Support, and post-sales activities of the company.
As VP of Customer Solutions Joe selected and implemented a CRM solution for improving overall Customer Support and improving overall internal exchange of information. Joe also designed and managed the corporate web site and use of the Internet in day-to-day operations leading to improving performance, reducing costs, and improving security. Joe developed and deployed the corporate security policy and devised a routine review process for continuous security review and refinement
Cheryl A. Patnaude, MSW
Prior to establishing her private Forensic Social Work Training and Consultation Services, Ms. Patnaude served as Director of the Rhode Island Children’s Advocacy Center, Day One. In this capacity, Ms. Patnaude worked directly with the Rhode Island Department of Children, Youth & Family, the Rhode Island Department of the Attorney General, and all Rhode Island police departments investigating and prosecuting cases of child abuse, neglect, sexual exploitation and internet crimes against children. As the only forensic social worker in the state, Ms. Patnaude is designated as a forensic interviewer by the Department of the Attorney General to conduct forensic interviews statewide for victims of child abuse and maltreatment through a multidisciplinary team approach. Ms. Patnaude has conducted over fifteen thousand hours of forensic interviews and investigations. In her tenure at the Rhode Island Children’s Advocacy Center, Ms. Patnaude had the unique opportunity to provide group treatment to incarcerated sex offenders in the Rhode Island Department of Corrections.
Ms. Patnaude is on the faculty of the Community College of Rhode Island in the Department of Human Services, is an instructor with the State of Rhode Island, Office of Training and Development, and is a contract instructor with the University of Rhode Island providing training and consultation to the Rhode Island Department of Children, Youth & Family.
Ms. Patnaude serves on the Executive Board of the Rhode Island Internet Crimes Against Children Task Force and is the President of the Board of Directors of Prevent Child Abuse Rhode Island.
Ms. Patnaude is a specialist in the field of forensic social work and child abuse training on this specialization at both the local and national level.
In 2007, Ms. Patnaude was one of four recipients statewide to receive the Rhode Island Department of the Attorney General 2007 National Crime Victim’s Rights Week Award for her outstanding achievements in the field of child abuse and maltreatment.policy and devised a routine review process for continuous security review and refinement
Elda M. Dawber, ACSW, LICSW
Elda Dawber is retired from state service as Human Resources Development Coordinator for the State of Rhode Island Department of Administration, Office of Training and Development. She began her career in 1971 with a twenty-one year stint in public child welfare, and then served as Director of Education and Training at the RI Rape Crisis Center/Sexual Assault & Trauma Resource Center from 1992 - 2001. She is a specialist in the area of child sexual abuse, and a consultant, educator, and clinician who has trained and presented at local and national conferences on this topic.
A 1971 graduate of The University of Michigan School of Social Work, she has taught at the Rhode Island College School of Social Work, and is a founding member of the Rhode Island Sexual Abuse Training Institute. She was a board member of the international Association for Sexual Abuse Prevention, and a founding member of the Attorney General's Task Force on the Sexual and Violent Physical Abuse of Children--responsible for establishing a Children's Advocacy Center in Rhode Island. She has designed and produced a large number of local and regional training conferences over the past twenty years, and lectures extensively on a variety of issues related to interpersonal violence.
Ms. Dawber is currently engaged in private practice, providing consultation and training services to many local agencies and presenting workshops at regional and national conferences related to child abuse. She has been training child welfare workers since 1982 on topics such as Child Sexual Abuse; Sexual Development; Case Management of Child Sexual Abuse Cases; Sex Offenders; Working with Non-Offending Parents; and Case Aide Training. Workshops on Parenting the Sexually Abused Child are offered for new foster and pre-adoptive parents, and Bullying Prevention Education workshops are offered in a variety of settings. |
